JVP has called on youth to join its campaign to make Sri Lanka a better place to live in addressing the JVP-led NPP’s electorate organisation at Ambalantota recently, party leader Anura Kumara Dissanayake said that the youth had to fight for their righst instead of leaving the country.

“It could be done. You should not live as second class citizens in other countries. Instead, you must make this country a liveable place. For that purpose we must launch a struggle to change this system.

Once this political culture is changed, this country could be taken up to the level on par with other developed nations. None of those countries in the developed world had rulers similar to the thieves that we had been putting up with for the past 74 years. We must get rid of them and work to save this nation,” Dissanayake said.

He said that system changes should be introduced to all sectors to make them assets rather than liabilities on people. “One such is the state sector that should be made more efficient. Over the years, politicians have used the state sector to provide employment to their supporters. Out of every Rs. 100 coming into the treasury, Rs. 58 is spent on salaries and pensions of State sector employees. Every election application is accepted to provide employment opportunities,” he said recalling the manner the SLPP asked its supporters to fill out application forms for jobs at the Hambantota Port during the election period.

The state sector institutions are not organisations existing to merely provide employment to supporters of a particular political party. “Take the University of Sri Jayewardenepura for example. Political party supporters have been provided employment in excess of the requirement for entry-level jobs. There are 600 academic staff members at the university while it has over 4000 non-academic staff. Another example is Colombo Harbour. Five buses leave Matara daily with workers bound for the Colombo harbour after they have been employed by a politician who was from Matara while he was the Ports Minister,” Dissanayake said.

As it has been seen during the recent protests and agitations, people are demanding a system change. “However, nothing has really changed as far as the Government is concerned. The Government was still following the same old policies and corruption was rampant as before. Therefore the government should be sent home as a precursor of all other changes,” Dissanayake said.

NPP Leader Anura Kumara Dissanayake yesterday (8) likened the Ranil Wickremesinghe Government to a group of Somali pirates who had captured a ship.

Moving a motion for debate during the adjournment of the House, Dissanayake said the Government should hold Local Authorities Elections by 20 March 2023.

“What we have today is not a government of people’s mandate. If you really care about the people’s mandate, the Government should hold elections. We hope the National Elections Commission will hold elections on time without being trapped by various snares set by the Government to postpone elections. We also tell former Elections Commissioner Mahinda Deshapriya that all know that the Government is trying to delay the elections by raising an issue of delimitation and ask him not to be complicit in this crime of depriving people of their franchise,” Dissanayake said.

He said, the statistics made available to the public by government agencies, international organisations, as well as the media showed a very dangerous situation. As per the latest UNICEF report, 5.7 million people including 2.3 million children need immediate humanitarian assistance.

He said, history shows that governments that choose suppression as their mode of governance had been consigned to the dustbin by people. “We demand the Government to tell the world for what reason they are detaining Inter University Students’ Federation Convenor Wasantha Mudalige and Inter University Bhikkhu Federation Convenor Ven. Galewela Siridhamma Thera.”

“This suppression by the Government against people will further isolate us in the international community. There is massive social unrest owing to poverty and the Government’s inability to solve the unemployment crisis. In the face of uprisings, people’s anger, and protests, the Government continues to appoint ministers and make use of suppression to hold onto power and keep on stealing. Our country being held by this makeshift government is akin to a ship held by a group of Somali pirates,” Dissanayake said.

சட்டத்தரணி ஹேமக்க சேனாநாயக்க

பயங்கரவாத தடைச்சட்டத்தின்  ஏற்பாடுகளின் கீழ் எனக் கூறிக்கொண்டு போராட்டத்துடன் தொடர்புகொண்டவர்களை கைதுசெய்தல் மேற்கொள்ளப்பட்டு வருகின்றது. அதற்கு மேலதிகமாக பொலிஸ் கட்டளைச்சட்டத்தின் 77 வது பிரிவினை பலிகடாவாக்கிக்கொண்டு  ஆட்களை பொலீசுக்கு அழைப்பிக்க செயலாற்றியுள்ளார்கள். பயங்கரவாத தடுப்புப் பிரிவுக்கு ஆட்களை அழைப்பித்த பல பதிவேடுகள் எம்மிடம் இருக்கின்றன.  இலங்கையில் பயங்கரவாத தடைச்சட்டத்தில் எதிரரானவர் என்பவர் யாரென பொருள்கோடல் வழங்கப்படவில்லை. அதனால் சாதாரண மக்கள் வாழ்க்கைக்கு கடுமையான அச்சுறுத்தல் விடுக்கப்படுகின்றது. உலக வரலாற்றில்  முதல்த்தடவையாக அன்பாக மேற்கொண்டுவந்த போராட்டம்  காரணமாக அப்போது இருந்த சனாதிபதிக்கு தப்பியோட நேரிட்டது. அதன் பின்னர்  மக்கள் இறைமைத் தத்துவத்திற்கு எதிராக செயலாற்றி மொட்டு உறுப்பினர்களால் ரனில் விக்கிரமசிங்க சனாதிபதி பதவிக்கு நியமிக்கப்பட்டார்.  வரம்புமீறி மேலெழுகின்ற மக்கள் எதிர்ப்பின் மத்தியில் எத்தகைய தந்திரோபாயத்தைக் கையாண்டேனும் அதிகாரத்தைப் பெற்றுக்கொள்வதற்கான ஆற்றலைப் பாதுகாத்துக்கொள்ள ரனில் விக்கிரமசிங்கவினால் இயலாமல் போயுள்ளது. அந்த அச்சம் காரணமாக பயங்கரவாத தடைச்சட்டத்தை முறையற்றவகையில் பாவித்து மக்களை அச்சுறுத்த நடவடிக்கை எடுத்து வருகிறார்.

பங்கரவாத புலனாய்வுப் பிரிவு கொழும்பில் பேணிவரப்படுவதோடு மக்களை அம்பாறை, மொனறாகல, கெபித்திகொல்லேவ போன்ற  பிரதேசங்களிலிருந்து அச்சத்துடனும் சந்தேகத்துடனும் அழைப்பித்தலை மேற்கொண்டு வருகிறார்கள். மொட்டின் முந்திய நிலைமையின்படி தமிழ் மற்றும் முஸ்லிம் மக்களின்  உரிமைகளுக்கு எதிராக தொடர்ச்சியாக செயலாற்றி வந்தது. குறிப்பாக தமிழ் மற்றும் முஸ்லீம் மக்கள் தமது பிறந்த மண்ணிலேயே பயங்கரவாதிகளென பெயர் குறிக்கப்படுவார்களா எனும் சந்தேகம் தோன்றுகின்றது. தற்போது இருப்பவர் 2015 – 2019 காலத்தில் இருந்த ரனில் விக்கிரமசிங்க அல்ல. மகிந்த ராஜபக்ஷவினால் பெயர்குறிக்கப்பட்டு  நாமல் ராஜபக்ஷவினால் வழிமொழியப்பட்ட ராஜபக்ஷ குடும்பத்தினால்  புனர்வாழ்வு அளிக்கப்பட்ட  ஒரு ரனில் விக்கிரமசிங்கவே இன்று இருக்கிறார்.  பயங்கரவாத தடைச்சட்டத்தின்கீழ் அதனாலேயே சட்டவிரோதமாக கைதுசெய்யப்படுகிறார்கள். விவியன் குணவர்தன வழக்கில் மதிப்பிற்குரிய  உயர்நீதிமன்றம் கூறிய விதத்தில் நாட்டின் அடிப்படைச் சட்டத்தை மீறி தற்போது செயலாற்றி வருகிறார்கள். மதிப்பிற்குரிய உயர்நீதிமன்றம் அளித்த தீர்ப்பினை எவ்விதத்திலும் பொருட்படுத்தாமல் பொலீஸ் உத்தியோகத்தர்களை நெறிப்படுத்த  ரனில் – ராஜபக்ஷ உள்ளிட்ட அரசாங்கம் செயலாற்றி வருகின்றது. இன்றளவில் வசந்த முதலிகேவும் சிறிதம்ம தேரரும்  70 நாட்களுக்கு மேலாக தடுத்துவைக்கப்பட்டிருந்தபோதிலும்  அவர்களுக்கு எதிராக பயங்கரவாதி என்கின்ற பொருள்கோடலில் உள்ளடக்கப்படக்கூடிய எதுவுமே இனங்காணப்பட முடியாமல் போயுள்ளது. இத்தகைய நிலைமையில் மக்களுக்கு ஏற்படுகின்ற பாதகநிலைமை தொடர்பில் தோற்ற தேசிய மக்கள் சக்தியைச்சேர்ந்த  பிரதிநிதிகள் என்றவகையில் நாங்கள் செயலாற்றுவோம். உயர்நீதிமன்றத்தின் தீர்ப்பிற்கு முரணாகச்சென்று பயங்கரவாத தடைச்சட்டத்தின்கீழ் தொல்பொருளியல் சட்டம், பொதுத் தொல்லைச்  சட்டம்  போன்ற சட்டங்களை பயன்படுத்தி மக்களைப் பயமுறுத்தி வருகின்ற செயற்பாடுகளை நாங்கள்   கடுமையாக கண்டிக்கிறோம். பாதிக்கப்படுகின்றவர்களுக்காக எந்தவொரு தருணத்திலும்  நாங்கள் தோற்றுவோம் என்பதை வலியுறுத்துகிறோம்.

சட்டவிரோதமாக செயலாற்றுகின்ற உத்தியோகத்தர்களை உயர்நீதிமன்றத்திற்கு அழைப்பிப்போம்.

தேசிய மக்கள் சக்தியின் சட்டத்தரணிகள் அமைப்பின் உப தலைவர் – சட்டத்தரணி சுனில் வட்டகல

கிருளப்பனையில் அமைந்துள்ள பயங்கரவாத புலனாய்வுப் பிரிவுக்கு தீவின் பல்வேறு திசைகளிலுமிருந்து  ஆட்களுக்கு அழைப்புக் கடிதங்கள் அனுப்பப்பட்டுள்ளன. தாம் வதிகின்ற பிரதேசத்தில் உள்ள  பொலீஸ் நிலையத்திற்கு அழைத்தல் மற்றும் பயங்கரவாத புலனாய்வுப் பிரிவுக்கு அழைத்தல் மூலமாக உளரீதியான மட்டமும் சம்பந்தப்பட்ட சட்டமும் ஒன்றுக்கொன்று வித்தியாசமானது. அரசாங்கத்தின் நோக்கத்தை எமக்கு மறைக்க முடியாது.  உண்மையான பிரச்சினைகளுக்கு அரசாங்கம் பதிலளிக்காததால் சமூகம் பற்றி  பொதுவில் சிந்திக்கின்ற மக்கள் , சிவில் அமைப்பு செயற்பாட்டாளர்கள், தொழிற்சங்கத் தலைவர்கள் மற்றும் அங்கத்தவர்கள் எதிர்ப்பார்கள். நிலவுகின்ற பிரச்சினைகளுக்கு தீர்வு கிடைக்காத நிலைமையில் மக்கள் வீதியில் இறங்குவதைவிட செய்வதற்கு வேறு ஒன்றுமே கிடையாது. அத்தியாவசிய உணவுப் பொருட்கள், எரிபொருள் என்பவற்றை தாக்குப்பிடிக்கக்கூடிய   விலையில்  வழங்குவதற்குப் பதிலாக பிணைவழங்க முடியாத வகையிலான வழிமுறைகளை அரசாங்கம் தெரிவுசெய்துள்ளது.  பொது ஆதனங்கள் சட்டம், தொல்பொருளியல் சட்டம் என்பவற்றை பரீட்சித்துப்பார்த்து தோல்விகண்டவிடத்து  பயங்கரவாத தடைச்சட்டத்தின்கீழ் 90 நாட்கள் தடுத்துவைத்து செயலாற்றுவதில் வெற்றிபெற முயற்சி செய்கிறார்கள்.  மாணவர் தலைவர் வசந்த முதலிகே எத்தகைய பயங்கரவாத செயலைப் புரிந்தார் என நாங்கள் அரசாங்கத்திடம் கேட்கிறோம். அரசாங்கத்தின் பயங்கரவாதம் மிகவும் நன்றாக தெளிவாகிய அனுபவமொன்று எனக்கு இருக்கின்றது. வசந்த முதலிகேவை நேர்காண சட்டத்தரணிகளுக்கு மாத்திரமே முடியுமென பிரச்சாரம் செய்திருந்தார்கள்.

அதற்கிணங்க 28 ஆந் திகதி நான் தோழர் வசந்த  முதலிகேவை 29 ஆந் திகதி சந்திக்க இடமளிக்குமாறு எழுத்தில் அறிவித்தேன். அடுத்த நாள் நானும் சோஷலிஸ இளைஞர் சங்கத்தின் எரங்க குணசேகரவும்  பயங்கரவாத புலனாய்வுப் பிரிவுக்குச் சென்றோம். ஆனால் முறையான அனுமதி இன்னமும் கிடைக்கவில்லை என்றுதான் அறிவித்தார்கள். ஆனால் நான் அனுப்பிய கடிதத்திற்கு இதுவரை பதில் வழங்கவில்லை. அதன் பின்னர் 011 233 5930 மற்றும் 071 840 1291  ஆகிய பயங்கரவாத புலனாய்வுப் பிரிவின் தொலைபேசி இலக்கங்களுக்கு நாள் முழுவதும் அழைப்பினை எடுத்தேன். 52 தடவைகள் கையடக்கத் தொலைபேசிக்கு எடுத்தாலும் ஒருவருமே பதில் அளிக்கவில்லை.  ஒரு சட்டத்தரணி கைதில் இருக்கின்ற  சந்தேகநபரை சந்திக்க முடியாவிட்டால் இந்த நாட்டில் இருக்கின்ற சனநாயகம் என்ன? மூவரைக் கைதுசெய்து பயங்கரவாத தடைச்சட்டத்தின்கீழ் தடுத்துவைத்து ஒருவரை சான்றுகள் கிடையாதெனக்கூறி விடுதலை செய்தார்கள். விசாரணை நியாயமாக நடைபெறுகின்றதென்பதை நிரூபிக்க அந்த ஆளை விடுதலை செய்தார்கள். செத்தெம்பர் 24 ஆந் திகதி சோஷலிச இளைஞர் சங்கம் நடாத்திய அமைதிவழி எதிர்ப்பு பேரணிமீது மேற்கொண்ட சட்டவிரோத தாக்குதல் சம்பந்தமாக அதனோடு தொடர்புடைய ஒவ்வொரு பொலீஸ் உத்தியோகத்தருக்கும் எதிராக உயர்நீதிமன்றத்தில் மாத்திரம் மூன்று வழக்குகளைப் போட்டிருக்கிறோம். அதற்கு மேலதிகமாக மனித உரிமைகள் ஆணைக்குழுவிற்கு முறைப்பாடு செய்வதற்காக நோட்டீஸ் அனுப்பப்பட்டுள்ளது. அதனால் அரசாங்கத்தின் பொலீஸ் சற்று பயந்துள்ளது.  

நாங்கள் ஒரு விடயத்தை பொலீசுக்கு வலியுறுத்துகிறோம். இப்படிப்பட்ட வெட்கத்தனமான கொந்துராத்து வேலைகளைச் செய்யவேண்டாமென்று. தமக்கு இறுதியில் எஞ்சுவது வீட்டிலுள்ள மனைவி மாத்திரமே.  கட்டளையிடுகின்ற அரசியல்வாதிகள்  காணாமல் போய்விடுவார்கள். பயங்கரவாத புலனாய்வுப் பிரிவில் உள்ளவர்களுக்கு நாங்கள் அதனை வலியுறுத்துகிறோம். சட்டத்தரணிகளுக்கும் பார்வையிட இடமளிக்காமல்  சிறைப்படுத்து வைத்துள்ள வசந்த முதலிகேவின் உயிருக்கு உத்தரவாதமளிப்பது யார்?  ரனில் ராஜபக்ஷவின் கொந்துராத்து வேலையை ஜாக்கிரதையாக புரியுமாறு நாங்கள் வலியுறுத்துகிறோம். அரசாங்கம் தொடர்ச்சியாக பெயிலாகின்ற சட்டங்களைக்கொண்டுவந்து முடியாதகட்டத்தில் பயங்கரவாத தடைச்சட்டத்தைக் கொண்டுவந்து புரிகின்ற வேலைகளுக்கு நாங்கள் இடமளிக்கமாட்டோம். சோஷலிஸ இளைஞர் சங்கத்தைச் சேர்ந்தவர்கள்மீது நடாத்தப்பட்ட கீழ்த்தரமான தாக்குதலுக்கு எதிராக நடவடிக்கை எடுப்பதாக நாங்கள் இந்த இடத்திலேயே ஊடக சந்திப்பு ஒன்றை நடாத்திக் கூறினோம்.  அதனை அவ்வண்ணமே செய்தோம்.  உயர் பாதுகாப்பு வலய வர்த்தமானி அறிவித்தலைக் கொண்டுவரும்போதே உயர்நீதிமன்றத்தின் முன்னிலையில் நாங்கள் அதனை ஆட்சேபனைக்கு இலக்காகினோம். 26 ஆந் திகதி வழக்கினை பயில் பண்ணியதும் ஒற்றோபர் 01 ஆந் திகதி அரசாங்கம் உயர்பாதுகாப்பு வலய வர்த்தமானி அறிவித்தலை வாபஸ் பெற்றுக்கொண்டது. ஒற்றோபர் 28 ஆந் திகதி மனித உரிமைகள் ஆணைக்குழுவானது பொலீஸ் கட்டளைச் சட்டத்தின் 77/1 பிரிவின்கீழ் புரியப்படுகின்ற செயல்கள் சட்டவிரோதமானவை எனக் கூறியுள்ளது. பொலீஸ் கட்டளைச் சட்டம்  அரசியலமைப்பிற்கு  கட்டுப்பட்டதாகவே இருக்கின்றது என்பதை பொலீஸார் அறிந்துகொள்ள வேண்டும். பயங்கரவாத புலனாய்வுப் பிரிவுக்கு நாட்டின் அனைத்துப் பிரதேசங்களிலுமிருந்து ஆட்களுக்கு அழைப்பு விடு்கின்ற உத்தியோகத்தர்களை ஜாக்கிரதையாக செயலாற்றுமாறும் அவ்விதமாக செயலாற்றாவிட்டால் உயர்நீதிமன்றத்தின் முன்னாள் நிறுத்துவோம் என்பதையும் வலியுறுத்துகிறோம். 

இந்த ஊடக சந்திப்பின்போது தேசிய மக்கள் சக்தியின் கொழும்புச் செயலாளர் சட்டத்தரணி தனுஷ்கி லியனபட்டபெந்தியும்  பங்கேற்றார்.

பதில்:– பயங்கரவாத தடைச்சட்டத்தின் கீழ் அல்லது தண்டனைச்சட்டத்தின்கீழ்  தடுத்துவைக்க இடமில்லாத  அரசியலமைப்பில் உறுதிசெய்யப்பட்டுள்ள எதிர்ப்புகளிலேயே  அவர் ஈடுபட்டிருந்தார்.  அவரது மாணவர்நிலை தொடர்பில் நிருவாகச் சிக்கல்கள் ஏற்படக்கூடும். ஆனால் விடுதலை பெறுகின்ற தினத்தில் அவருக்கு கல்விக்கான வாய்ப்பினை வழங்கவேண்டி ஏற்படும். பாரதூரமான பிரச்சினை அதுவன்று.  எந்தவொரு சமூகத் தொடர்புமற்று சிறைப்படுத்தி வைக்கப்பட்டுள்ள அந்த இளைஞனின் உயிருக்கு சம்பந்தப்பட்ட காலம் தொடர்பில்  யார் பொறுப்புக் கூறுவது?  அந்த காலத்தை அரசாங்கத்தினால் வழங்க முடியாது. அந்த அநியாயத்தைச் செய்யவேண்டாமென நாங்கள்  நாங்கள் வலியுறுத்துகிறோம். தேசிய மக்கள் சக்தியின் சட்டத்தரணிகள் என்றவகையில் சனநாயகக் கட்டமைப்பிற்குள் செயலாற்றி வருகின்றவர்கள் சம்பந்தமாக தேசிய மக்கள் சக்தியின் சட்டத்தரணிகள் தோற்றுவார்கள்.

பதில்:- ஒரு நாடு ஒரே சட்டம் எனும் எண்ணக்கருவினை எடுத்துக்கொண்டே கோட்டாபய ராஜபக்ஷ ஆட்சிக்கு வந்தார். எனினும் இன்றளவில் “நீங்கள் எங்களுடன் இருப்பீர்களாயின் என்ன வேண்டுமானாலும் செய்யமுடியும். ஆனால் நீங்கள் எம்மை எதிர்த்த முதலாவது நொடியிலேயே  நாங்களை உங்களைப் பழிவாங்க நடவடிக்கை எடுப்போம். தேசத்துரோகிகளாக  மாற்றிடுவோம்”  என்ற செய்தியைக் கொடுத்துள்ளார். யால சம்பவத்துடன் தொடர்படையதாக அமுலாக்குவது அதன் நீடிப்பையாகும். அமைச்சர்களின் மைந்தர்களுக்கும் அவர்களின் மருமக்களுக்கும் சகபாடிகளுக்கும் நாட்டின் சட்டம் வலுவில் இல்லாதவகையிலேயே செயலாற்றுகிறார்கள். வாகனங்கள் பிரவேசிப்பதைத் தடைசெய்து, அந்த ஆட்களுக்கு ஏற்புடையதாக்கிக் கொள்வதில்லை. அவர்களின் வகுப்பைச் சேர்ந்தவர்களுக்கு ஒருவிதமாகவும்  வறியவர்களுக்கு உச்ச தண்டனை வழங்கி வருவதும் அதன் மூலமாகத் தெளிவாகின்றது.

A meeting between New Zealand High Commissioner to Sri Lanka Michael Appleton and former Acting Central Bank Governor of New Zealand Grant Spencer, and the National People’s Power (NPP) took place at the JVP head office today (31st).
Member of Parliament and Member of the Finance Committee of Parliament Vijitha Herath and former Chairman of COPE Committee Sunil Handunnetthi participated in this event.
The work of the Finance Committee and the COPE committee of the Parliament have been discussed. The current economic situation in Sri Lanka and fraud and corruption have also been discussed. Also, the absence of fraud and corruption in a future NPP rule, its tax and economic policies have been discussed at length.

The lawyers of the National People’s Power (NPP) state they vehemently condemn the actions taken to intimidate the people using the Prevention of Terrorism Act, the Police Ordinance Act, the Antiquities Act, the Public Suffering Act, etc., in defiance of the decisions of the Supreme Court. They emphasize that they will stand up for those who are aggrieved at any time.
They emphasized this while addressing a press conference held at the Janatha Vimukti Peramuna’s head office today (31) afternoon.
Attorney at Law Hemaka Senanayake, Attorney at Law Sunil Watagala and the Colombo District Secretary of NPP, Attorney at Law Dhanushki Liyanapabandi were present for the press conference. 

Dr. Nihal Abeysinghe, Secretary of the National People’s Power, said that the endangering of the country by the previous governments and the existing government, in the interest of their cronies and to maintain power, should be decisively defeated. He said this while addressing the Bandaragama Asana Sabhawa of the NPP. He further stated,

“There are several points that need to be emphasized at this Bandaragama Asana Sabhawa of the NPP. The leaders of both these political parties have been trying for a long time to introduce large projects and borrow more dollars. Projects such as highways, conference halls, international cricket grounds, Mattala Airport, Hambantota Port, and Lotus Tower were introduced with the intention of obtaining foreign loans.

In fact, loans were later taken to pay the premiums and interest on foreign loans taken earlier. We should focus on that first. Taking commissions from the loans taken and enriching oneself through fraud and corruption is the next point. As soon as the Gotabhaya Rajapaksa-led Pohottu government came to power, we saw how huge tax cuts were given to their cronies.

It was these cronies who distributed money to the people at every election and funded their election campaigns. That is why these tax cuts were given to friends. The other crime is amending the constitution as they please. We must decisively stop putting the country in danger with such actions to stay in power.

The country is broken to a point where the children are malnourished, and the people lack medicine and food. Older workers are losing their jobs. This situation must be stopped. It can be stopped and the country can be rebuilt only under an NPP government. Therefore, I request everyone to join hands with the NPP.”
